SALMON ARM CITY COUNCIL · 2026

POLICY PRIORITY 02

Taxpayers deserve a government that treats their money carefully.

Practical savings, clear choices, and public reporting should be the standard for every dollar the City spends.

Salmon Arm has annual budget deliberations and a Service Delivery Management program. I will work to strengthen these processes with practical savings targets, staffing reviews, and public results.

THE COMMITMENT

Spend carefully.

Measure honestly.

Keep essential services and infrastructure projects financially sound.

Safe Community Proposal

A RESPONSIBLE SPENDING PLAN

Six disciplines for better value.

01

Annual savings report

Publish an annual spending and savings report, supported by deeper reviews of selected departments and services each year.

02

Review the costs

Start with administration, consulting contracts, software subscriptions, purchasing, discretionary grants, and subsidized programs. Departments should explain costs and demonstrate resident value.

03

Show the trade-offs

Council should see clear options for simplifying, combining, reducing, or discontinuing activities — with expected savings and service consequences clearly shown.

04

Account for subsidies

For revenue-generating facilities and programs, report operating costs, revenue, the remaining taxpayer subsidy, and the level of use.

05

Use technology wisely

Where technology can reliably handle repetitive tasks, the City should test it and report results — from document searches/reviewing to intake and invoice processing, with privacy protection and accountable human review.

06

Prioritize infrastructure development

The majority of annual expenditures should be put toward establishing the basis for demonstrative present and future economic growth initiatives, including water and sewage treatment, roadways, sidewalks, parks, services, and major other economic/lifestyle drivers for our community.

SOUND LONG-TERM PLANNING

Manage the tax burden without neglecting what matters.

Before approving significant capital projects, the City should clearly disclose expected operating, maintenance, and replacement costs. My priority is restraining taxes while keeping essential infrastructure and public services financially sound.
